Bush, but I think the same criteria can be used. Is the country/league in a better place than it was when Bush/Bettman took over? Answer: no. Even in the economic boom of the '90s this league lost its place among the "Big 4" sports, due to the lack of a strategic plan and subsequent dilution of the product, among other things. The problem is, Bettman and co. refuse to even acknowledge that fact and are like the proverbial ostrich with its head in the sand. Bettman has to go.
